The Seneca Township Town Hall is generally available for use by Seneca Township residents representing "Not for-Profit Organizations, and to a limited extent, private and/or "for profit groups. The Seneca Township Supervisor, or designated assignee, shall administer the use of said facilities.
The following rules and regulations are established in order to define and assure the safety, availability, and responsibilities of those using the facilities:
1.] Use of the Seneca Township Town Hall is a privilege, not a right. Continued use of the facility by any person or group depends upon strict compliance with the rules and regulations as adopted by the Seneca Township Board of Trustees, and as administered by the Seneca Township Supervisor.
2.] Any not-for-profit organization from within Seneca Township will generally be allowed use of the facility without charge subject to compliance with the usage rules and reasonable availability thereof. At least [30] days advance notice must be provided in order to facilitate scheduling.
3.] Any private and/or for profit organization within Seneca Township wishing use of the facilities will be considered subject to the same rules and availability as not-for-profit organizations, except that a $25.00 charge will be assessed for each time the facility is used.
4.] Any organization wishing use of the facility from outside Seneca Township shall be considered on a case-by-case basis by the Seneca Township Board of Trustees. Negotiated usage charges may apply.
5.] The Township Hall and parking facilities may be reserved for up to six hours duration as scheduling permits, but under no circumstances shall the facility remain open beyond 10:00 P.M., nor earlier than 8:00 A.M.
6.] One individual must be designated as the official point of contact or agent representing each organization or group. That person shall assume full responsibility and accountability for the use of the facility including, but not limited to:
* Hall clean-up [including tables, floors, and refuse disposal]
* Kitchen and restroom clean-up
* Turning off lights and closing windows
*Restoring furniture arrangement
* Breakage and replacement
* Final security check and lock-up [Designated individual must be the last person to leave the premises.
Failure to comply with any of the above rules could result in future loss of use.
1.] All smoking and smokeless tobacco products shall be confined to the outdoors.
2.] No alcoholic beverages or illegal drugs shall be allowed on Township premises.
3.] All organizations [not-for-profit, profit, and private] including their individual members, sponsors, guests, relatives, friends, etc. shall agree to indemnify and hold harmless Seneca Township and it�s officials from any injury or damage claims resulting from or attributed to the said organization�s use of the premises.
4.] All official Seneca Township business requiring the use of the town hall shall take precedence over any other organization�s needs including, but not limited to, emergency meetings, elections, etc. However, every reasonable attempt will be made to prevent such conflicts from occurring.
5.] This policy is subject to periodic review and change by the Seneca Township Board of Trustees.

ORDINANCE #1-2007:
The Road District Highway Commissioner Has Established an Ordinance Creating a Permit Fee For Use of Seneca Township Roads for Charitable Events, Including But Not Limited to, Charity Runs, Walks, and Bike Events
WHEREAS, Seneca Township Road District (the "District") exists as a unit of local government in the County of McHenry and the State of Illinois;
WHEREAS, the Illinois Highway Code establishes that the Seneca Township Highway Commissioner (the "Highway Commissioner") has general charge over the roads in the District pursuant under section 605 ILCS 5/6-201.8;
WHEREAS, the Illinois Highway Code also establishes that the Highway Commissioner is responsible for maintaining and repairing the roads in the district. Section 605 ILCS 5/6 201.7;
WHEREAS, the Highway Commissioner has the duty to maintain and keep the road district roads in repair, it is necessary to promote the general welfare of the residents and protect the public safety by imposing a permit fee on any organization that wishes to use District Roads to conduct a charity run, walk, or bike event;
WHEREAS, the Road District incurs increased costs and expenses as a result of repairing and Maintaining District roads after said runs, walks, or bike event;
WHEREAS, the Highway Commissioner believes it is necessary to impose a permit fee of $50 on organizations that wish to use District roads for said runs, walks, or bike event;
NOW, THEREFORE, BE IT ORDAINED, by the Seneca Township Highway Commissioner, on behalf of and for the Seneca Township Road District, located in the County of McHenry and the State of Illinois, as follows:
Section 1. Recitals. The recitals set forth above in this Ordinance are re-stated here, as if fully set forth here.
Section 2. Purpose. The purpose of this Ordinance is to promote the public's safety and welfare and to preserve the roads under the jurisdiction of the Township for the use by the general public and ensure that they are properly maintained and repaired.
Section 3. Any organization wishing to use District roads for a run, walk, or bike event must submit a permit application and $50 fee to the Seneca Township Road District not less than (7) days prior to the day that they wish to hold the event.
Section 4. Said permit application must include the following information: a. The name and address of the organization wishing to hold the event; b. The date and time of the proposed event and any proposed rain date; c. The proposed event route; d. The proposed start and finish times for the event; e. The expected number of participants;
In addition, the permit application must identify how the event organizers intend to (1) mark the event route, (2) maintain crowd control and (3) clean up any trash. Markings must be made with a non-permanent substance. Event organizers will be responsible for any costs incurred by the District to remove any permanent markings.
Section 5. It shall be unlawful for any organization to conduct a run, walk, or bike event without first obtaiing a permit and paying the required fee. Any organizers holdiong such an event without first obtaining a permit and paying the required fee will be asked to cancel the event immediately.
Section 6. Publication. The Commissioner shall prepare a copy of this ordinance for purposes of making this ordinance available in the Seneca Township Office for continuous period of at least ten days after its passage. Copies of this ordinance shall also be available for public inspection upon request in the office of the Seneca Township Clerk as ex-officio clerk of the Road District.
Section 7. Saving Clause. If a court or competent jurisdiction determines that any section, paragraph, sentence, word, or other portion of this ordinance is invalid or unenforceable, such judgment shall not affect the remainder of this ordinance, with such remainder continuing in full force and effect.
Section 8. Conflicts with Prior Ordinances. All prior ordinances, resolutions, or parts thereof in conflict with the provisions set forth in this ordinance prevailing over said prior ordinances.
Section 9. Effective Date. This Ordinance shall be in full force and effect from the date upon which the ordinance is adopted and passed by the3 Seneca Township Road District, in accordance with the law.

PARKING ORDINANCE
Section I - Parking Limitations: Parking of any motor vehicle in excess of 72 hours, or at such times when there is snowfall of 2 inches or more, until snow is cleared from the roadway, or of any camping trailer or boat and/or boat trailer or other trailer, or motor vehicle in excess of gross weight ot 8,000 pounds for more than 24 hours is prohibited on any Seneca Township road, street or highway. The official definition of road, street or highway, as contained in 605 ILCS, shall apply hereto, Seneca Township roads, streets, or highways, hereinafter known as "roads" are listed in the Seneca Township "Official List of Roads" as Exhibit A, which is attached hereto and made a part of hereof by reference.
A map delineating the location of each of the aforementioned roads is attached hereto for reference only as Exhibit B.
Section II - Parking Restrictions: Parking is prohibited on any Township ROad when posted by signage indicating the period of time or times when parking is restricted and/or prohibited.
Section III - Enforcement: Upon posting of any signs as set forth in Section II above, a copy of this Ordinance, duly certified, will be transmitted to the Sheriff of McHenry County and the State's Attorney of McHenry County for enforcement of the terms hereof, pursuant to Sections 11-304 and 11-306 of the Motor Vehicle Code of Illinois, as amended, and Sections 6-201.16, 16.102 and16-105 of the Highway Code of Illinois, as amended.
Section IV - Repeal of Conflict: All Seneca Township Road District Ordinances and Resolutions, or parts thereof, in conflict herewith, are hereby repealed to the extent of such conflict.
Section V - Enactment: This Ordinance shall he in full force and effect from and after the date of its adoption, subject to approval of the superintendent of Highways of McHenry County, Illinois, as aforesaid, which approval shall be appended hereto as Exhibit C as evidence of the authority at the times and places herein described.
